After effects and all 2D compositors are like PS over time, I don't see how you could possibly regard it any other way. Key strokes and shortcuts may differ, personally I don't pay attention that stuff as I don't use them. It's a compositor over time, PS is a compositor as well, but it has more painting tools. Exactly the same types of filters and operations.

But ok yea, I am being too general, from your point of view they are different.
For me there are really only 2 categories of 2D graphics software, raster or vector.
I guess that's not the norm.
