I haven't tried an OTO biscuit, but from the description, I guess there's some common ground, although Permut8 is likely more diverse (you can do some basic delay/flanging/chorus with it, and move into beautiful destructive territory from there). The sound is top notch, anyway, but that's to be expected with Sonic Charge.

Bit crusher, sample rate reducer, delay, pitch shifter, envelope follower, wave shaper, step filter, tube fx, chorus all run thru an awesome 8 bit analog filter with resonance… and, oh yeah, it's also a synth!
Of course it costs quite a bit more as well.
