Before anything else besides a computer and a DAW.. a decent midi keyboard / controller synth with 61 keys minimum.
No 1. Studio One + Hive 2
No 2. Studio One + Rapid
No.3 Studio One 4 / 5 + Reaktor 6 with NI Razor + NI Rounds + NI Form + Ni Replika XT
If you have all that, it should keep pretty much anyone putting their first foot on the musical ladder very happy.

Still FL over Reason 11 Suite for me, even if Sytrus had to be my only synth, if not all plugins bundle plus Dune 3, or a Supernova 2 upgrade if hardware was allowed.
