I downloaded Rewind! (Ubiqity records) - bitrates vary all over the place (not to my liking, I'd be much happier with 320kbps or 256kbps as standard).
About initiative to buy CDs - eMusic is a legal service, I'd use eMule if I wanted to have low bitrate files. (probably not, but you know what I mean)
