Because many (if not most) musicians prefer to keep their DAWS off the internet. It's interesting to me that the effects are modelled on the SSL9000 and not an emulation of.
So the Gain/Q relationship in the EQ and Attack/Release/Threshold curve compressor characteristics of an SSL are put into a standard issue plugin eq and compressor.
You can't blame them after witnessing the Waves SSL gravy train get away with it and I've got to give respect to UAD and FXpansion for properly emulating the components in original devices for their actual emulations of real hardware.

When Record "records" it performs a sophisticated FFT analysis that turns your audio into putty.
It is not simply simple recording.
The way it works is, there's a quick (realtime) algorithm always at work, so when you change to any tempo the audio stretches instantly. But after you've changed the tempo there's a little "Calc" progress bar on the transport panel that will show Record working on perfecting the timestretch behind the scenes, so it will sound even better after a few seconds. It's completely transparent to the user, no glitches or delays, it just switches to the perfected material when the calculation is complete. It does the calculations based on which algorithm you selected on the audio track (currently there are two -- Allround and Melody).

I totally agree with a non internet setup for a studio = less hassle. But if you lose that dongle you will have to remain connected to the Internet to use Record (fully) anyway. Some apps do not require you to use the same PC it's installed on to access the Internnet and download a key for it. I just thought that would be much better.
A USB dongle is of course not like hanging a PC off the side of a Laptop but with so many other easier ways to copy protect software it just seems (to be fair)a very well thought out process on the Props part (best USB attempt I have seen) but somewhat unecessary unless they really have serious issues with cracked copies of Reason and as a result lost sales.

I expect one of the reasons they've started using a dongle is because of the Line 6 plugins. I hate Dongles, and I'm disappointed to find Propellerheads introducing them with this product, but I agree the ability to authorise via the Internet is a fairly reasonable way of keeping customers working while they're waiting for a replacement.
