Actually it is this simple. Of course Apple announced the iPad as the amazing brand new incredible amazing brand new best of all times amazing device and tries to separate it from its sisters. But in fact it is nothing more then just another ARM-driven handheld device with iOS and touchscreen. The only remarkable difference to the phone and mp3 player variants is a higher display resolution. The rest is marketing and greed.
If you use the iPhone version at 2x it is that simple. As has been pointed out, creating a new GUI for a program is just one part of the process that will have a cascading effect on development time and costs. We'll be showing that some of the addons will also have different functionality with their own development requirements as well. Such as it is, this is a different device that also happens to have a different amount of screen real estate going for it.

As an owner of both devices, I do LOVE me some Universal apps. I love Awesome Note on the iPhone, but started using 2do again when discovered it was Universal and Awesome Note was going to be made as a separate ipad app. There was a bit of "sticker shock" when I looked at all the iPad apps I would have to purchase to have the same things on my ipad as iPhone. But a couple months din the road vie come to terms with it, and if the dev has put in work to make the UI really stand out and work better for the iPad I'm okay with separate versions. I only get mad when they offer "HD" versions with only a higher resolution to justify a higher price. It seems cheap and almost criminal to me lol. In some Universal app cases, the UI changes are fairly minor (Xenon, TextNow) while in others (2do, iTems) it's rather different and a pleasant surprise it wasn't a separate purchase.

To be fair, the iPad iOS also supports some UI conventions not possible (or just not allowed or reasonable) on the iPhone. I used to think the iPad was just a big iPod touch when it first came out, but spending time with one at an Apple store for a couple days convinced me it was worth purchasing (for me). Though there is something to be said for the increased screen real estate by itself. I do think that the iPad should have access to Retina Display graphics in full screen, though.
