Yep, got the magazine a couple of days ago but still haven't installed. It also comes with 4GB of samples, and Native Instruments Skanner, also full version (not the newer XT though).

It's a bit above $20, but SuperCore v2 is out, has a 6.3GB library of sounds and is priced currently at $35 (which will go up after the new year).

Monstrous is still on sale at $20, which is in your budget.
