If I have V7 and separate license of OB-Va, is there a way to get some additional discount and marge them into one V8 license? Or if not, can I sell the OB-Va license?

All the other V7 instruments can be updated for free.

This is why you get the VC8 for 149. The V7 owner price is 199.

But if you can sell OB-Va for more than 50, you might better sell it... Could be difficult though. You could also wait until the upgrades become reasonable and then sell the OB-Va...
(Now Arturia will be mad at me...;-)
