Arturia's plugins are some of the slowest to load of any that I own so maybe it's the "open the agent.exe/phone home" process that's causing the delay.
Looks like the Agent also runs as a background process (on Win 10):

Edit: Ok, just checked, and the Arturia Software Center Agent shows up when I start ASC, and is still running when I close it, but only for a minute or so. Then it's gone. Here the agent.exe stays as a running process as long as the plugin is open in a DAW. It's still running here after taking that screenshot because I still have Cakewalk open.
As I wrote earlier I commend Arturia for not making it run at startup like:
N.I. and Waves see fit to do (even though I don't own any N.I. hardware)

You can download every Arturia plugin here: https://www.arturia.com/support/downloads&manuals
There's no need to install the Arturia Software Center. That's just for convenience if you have more than one plugin and to keep everything up to date.

Oh and this filter is fantastic!! It is not even close to just being a simple filter.
It has a very creative, robust design. Half knob is LP, the other half is HP which can be controlled by their own individual subfilter controls. Then, if you click the Advanced label, you get an Envelope Follower, Step Sequencer, and a 'Function Generator' (LFO) which can all be mapped to any control on the GUI. Both positive and negative values. The LFO syncs all the way out to 8/1 and in to 1/32nd.
Then it has a distortion section separate from the filter itself that has its own subfilter section and a submix control.
You can move the Distortion before or after the Filter, control how much modulation is used on master out, basic mix, and a master out control too.
It's such a creamy, beefy filter too. Sounds really nice. At lower amounts it can really thicken. It could be used in other creative ways I'm sure. Such as using the LFO to gate the master volume or the cutoff and use as a trancegate or stutter effect.

It’s just like the ms 20, a 1p highpass into a 2p lowpass , both having their dedicated freq-res controls

I feel they really nailed both the sound and control/interface.
Love being able to switch pre and post drive. The modulation is quick and intuitive. Perfect range from clean to dirty. Fun to use and sounds great. Overall creative inspiring and enjoyable to use.. which is all I could ask for

I very much like the ASC. It’s probably the best software/installation manager out there. It tells me what version I have and alerts me when something’s been updated without me even having to manually check, and then it downloads and installs it for me. I can update my dozens of Arturia plugins with a single click. Modulating the offset parameter has a wider range .
Modulate the master filter offset with envelope follower by ( positive) 10pct and apply negative 10 pct to both hp and lp ,one would assume the modualtion would null , but that's not the case .
MAster cutoff still has some mod.going on .
Also encountered the post -pre drive is not always updated when switched , gui wis it does but the dsp wise not .
Also the signal follower display disappearing etc..but hey it's free and it does sounds great !

I have no problems whatsoever with using ASC. Like others, I've never had any problems with it. I have no intention of uninstalling it as I have most of their stuff, and it's a lot easier to keep up to date if you do use it I think.
