Is there a list of all the improvements since 2.8?
Where can I see it?

On the first impression:
-After Restart the program, open browsers and inspectors are not restored!
- I expected to see a "collapse all" in variations inspectors (track and phrases), and not only in variations browsers

Tony, I tried with the exact same executable that is uploaded, and MIDI D&D worked well for me. The only change with MIDI import was the ability to import all MIDI CC events. (This will be selectable per track in the future...)
Please, if you have a MIDI file that is not imported, send it to me. These kinds of issues are the quickest to fix. Does it happen with all midi files?

The issue is happening to me with any MIDI file. When I drag a MIDI file from Windows Explorer to a track or the phrase editor, the cursor changes to a circle with a slash through it, and so nothing happens when I release the button.
Not sure if this is related: After I had installed and ran v2.82b1 for the first time, I was prompted by CoolSoft Virtual MIDI driver to update to the latest version v1.12.1, so I shut down RC, downloaded and installed the new driver, rebooted, and then reran RC. One of the first things I tried to do in RC was to drag/drop a MIDI file.
Sometimes when I lose functionality in a Windows application, it has been due to conflicts with a version of one of the Visual C/C++/Studio runtime libraries, but if I recall correctly, RC does not use any of these runtime libraries.

EDIT: Drag & drop of MIDI does work when I drag the MIDI from another Windows audio application, but it still does not work when dragging a MIDI file from Windows explorer or from the Windows desktop.

This may be due to running as administrator. Also, in case it helps, if you run, let's say, your DAW as administrator, you should also run any related programs as admin....such as VST's, etc. - this within the DAW.

With v2.82b1 (x64), I also just noticed that JackAudio no longer works with RC as an ASIO driver. I have the JackAudio server set up to be the only Windows audio application to use the ASIO4ALL driver. All other audio applications, such as RapidComposer, use the JackAudio server as the ASIO driver. I tested to make sure that other audio applications are still routing audio to JackAudio server, and they appear to still be doing so because I hear their audio output being played back. When I press the "Test Audio" button in the Audio Settings tab of RC, I hear no audio output.

Although I have JackAudio server set up for 44.1kHz, I noticed that RC believes that the default sample rate is 48kHz (after I restart RC and look at the audio settings tab again) and the buffer size has changed, too:

Also, when I press the "Open ASIO Control Panel" button, the following non-modal dialog box is displayed behind the application window; after manually bringing the dialog to the front, subsequent button presses do bring the dialog to the front (when the dialog is hidden behind the application window, RC cannot be closed by hitting the big red close button in the upper-right hand corner:

Unfortunately, the ASIO driver for the JackAudio server seems to simply ignore requests to display the ASIO control panel for the underlying ASIO driver.

Hmm... well I have not been running RC as administrator. Just out of curiosity, I decided to run RC as the administrator. MIDI drag & drop from Windows file system still did not work, as you believed it would not. Now, my personal Windows user (that I use when I run Windows) does have administrative rights -- that should not make any difference, should it? MIDI drag & drop from the Windows file system does work with my Sonar X3e (x64) DAW.
By the way, my system did recently download and install a full round of Windows updates from Microsoft; I never know if a new update is going to lead to problems. I do tire of using System Restore to troubleshoot such things.

I too cringe every time Windows wants to install updates. A necessary evil I suppose. Generally the updates break something, at least for me.
Here's a Google search Tony with a lot of information about the D&D issues, going back to the Vista days. And it's still not right today.
(I don't want to go off ranting but it seems to me that before MS bring out another new system they should fix the ones there are. It's got to be a developers nightmare to have to keep up with the constant changes. And then people criticizing the dev for what another company may have caused.)

As for your personal user account; if you are the only user of the system, then you automatically have admin rights. Only one user of the machine can have admin rights and you can transfer this privledge bewtween users.
But that's all different than running a program "As administrator". And too technical for my mind to be able to explain
I don't want to give inaccurate information so probably best to do a search about it. I just go with the flow and find ways to make what I need to work, work.
Personally, since I am the administrator of my computers, I don't use "Run as Administartor" unless a program requires it. And everytime I do have to use run as admin it causes other problems; such as D&D. Copy/paste has been my work around this issue. A pain sometimes but at least it works
Band-in-a-Box created a drop folder because of the D&D problems. Works ok but still a bit wonky in a way.

Sorry for the delay Tony....got saddled with some honey do's 
When I work with RC, I send the MIDI over LAN to another computer, which has my DAW, and just record the data. This has it's own set of issues of course, in the form of latency but easily corrected in the DAW by moving the MIDI to the desired position. It would be better of course to have the timing more accurate over LAN but it's the best it can be as it is.
But if I need to drop a saved MIDI file from Explorer into my DAW, I will go to the Explorer window, find the file I want to place, right click, copy,( or <CTRL> C) and then go to the DAW and paste (<CTRL> V). Simple enough but yes, it would be much better to be able to D&D.
A long time ago Attila added the ability to send MIDI start/stop/continue messages (Thanks again Attila
) and this has been a real help in my work flow to record from RC to the DAW over LAN.
Most everything I am doing in RC is fresh so does not require me to utilize D&D in RC. I would not be able to use this anyway over LAN. But inside the DAW the D&D issue is a PITA
There's always ways around things - some more easier than others. I'm just glad we have a dev that is willing to consider the users needs and make the product to their needs. Super guy, Attila

So many issues! Tony, I think these problems may have appeared because of the Windows update. But these things must work so we must find a solution. First step: I will upload a special version that logs each step during setting up the ASIO device, AND it will also log drag and drop operations. I'll send you e-mail with the download link (need to finish logging for drag-and-drop first).
You may try this with the current beta: first run the program with the 'Alt' key held down to avoid setting any audio, then select the audio device on the Settings/Audio page, then please change the sample rate to 44100 manually if it was still detected as 48000.
Please note that nothing changed in the audio device handling, or MIDI drag-and-drop in the recent RC updates. If you still have an earlier RC version (I will gladly upload any), you would find that drag-and-drop stopped working in those versions too. Something changed in Windows that works differently than with any previous windows versions. Please send me the exact windows version that you are using.

But maybe I'm wrong, because I hoped not only to save the size and position, but also the opening of the browsers themselves after restarting the program!

About the drag-and-drop issues on Windows8 - other applications seem to have problems too - I found 3 solutions on the net:
1. the better (only if you have set RC to run as Administrator):
If you've set RC to run as administrator (in the shortcut's properties, or just by right-clicking) that could be the reason. In general, you can't drag and drop files from Explorer into apps that are running as administrator because Explorer doesn't run as administrator—you'll see this same behavior from all (or nearly all) apps.
To check your RC executable settings (Windows 8/8.1):
"Eventually found the solution in a forum post about windows 7. It has something to do with another application locking the function out. Anyway, hitting escape seems to return the functionality back for me."
3. the worse: disabling UAC entirely:
