You are able to remix anything as a derivative work for your own amusement.

You are NOT allowed to sell your derivative work without original righholder's permission.

Also, copyright holder may ask you to remove / stop distribution of the remix from the internet.

But this is always civil case initiated by copyright holder. The "legal police" is not going to invade your house or anything. Most of the cases can be solved by a few emails.

In case of indie producers, they often either don't care or will be grateful for your remix, anyway.
In case of major labels (like, if you remix Shakira or some such), your "remix" may be pulled automatically from Soundcloud or Youtube before you can even share it.

Remixing is, publishing isn't. Though some distribution sites take care of clearance for you.

It's not a crime, it's a civil infraction. You could be sued. You don't need to worry about the US Marshalls raiding your studio. If you're not commercially successful, the likelihood of a lawsuit is negligible. However, if you post to YouTube, you could be blocked or demonitized, in which case there's not much you can do about it.

You're not allowed to redistribute it at all without the original rightholder's permission. 'Sell' doesn't come into it.

The only exceptions are generally excerpts covered by fair use, ie used within larger bodies of new work for purpose of criticism, comment, news reporting, teaching etc

sample without prejudice, make millions, settle out of court after the fact.
