Does sound like FM. Has more bite (probably bit higher modulation amounts and/or feedback) then the factory patch BASS1 (below). Have not tried that. But you can hear the similarity.

I'm going to bed now but on youtube lookup Brazil Bass or G House Bass.
There quite a few tuts on it.

I don't own serum but it's mostly done with it although the basics are
Volume envelope to get attack, same with filter to get those higher harmonics at the start. LOTS of post-processing to bring out the attack and compress the living sh1t out of it.

You can use FM to modulated the attack too, even a tiny bit of pitch envelope.

The bass is simple, getting the right attack is a bit of tweaking
