If I am editing one section of a song, say Part I, Line 2, then no matter where I set the Playback position, pushing Play always starts playing at the beginning of the section I am in. I can click to set it, or use the arrow keys, but then when I press Play, the playback position jumpts back and starts at the beginning of the section.

If I go into the Timeline, and choose the whole song by double-clicking on the title, then Playback starts wherever the Playback position is. I can move it to bar 4, beat 3, Part II etc, and then when I press Play, it starts wherever I put it.

Shouldn't these two be consistent? I really prefer having Playback start wherever the current position is!

This is because the 'region' button is enabled. Turn it off, and playback will not jump to the beginning.

Thanks. I see now that you enable the "region" button when I click on a section. (I thought I had turned it on by accident).

So this is the default behavior when editing a section, that the playback position is ignored.

So, why? I get it that I can turn it off, but what does the "region" button do, other than change the playback behavior?

Is there a reason I want "region" on or off?

It's for playing a looped region, or when you open up the part/line it selects the region for that length of the part.. you click next to the blue region to clear it.. you might have to click and drag the blue region to get to an empty area to do the double click too.
