Bitwig is one app that has somehow solved the problem of the mouse pointer jumping to the touch location. So what is needed here is a universal solution.
The Graphic tablet is de-coupled from the mouse pointer. Would be great if there was a way to also decouple the touch screen finger touch from the mouse pointer.
I am still considering the above Aug 13 2018 solution. The problem here is:
Cost
The tablet takes space
I also use my left hand as my right hand hurts when mousing around for too long. So I will need two tablets doubling the space and cost.

It works that way for legacy reasons I guess, but this behaviour is app-dependant. Within the app if it supports mouse+touch, then you can use both at the same time. Bitwig is one such app, but more often you can find this feature in Chromium based browsers.
Bear in mind that even if you use 2 apps that support multi-touch and mouse combo input, by clicking on one of the windows it will be forced in focus and the other one goes in background. It will not matter if windows are side by side, but if one is on top of the other, then as soon as you click on larger window, it will hide the other one behind. This might be overriden with 3rd party apps that add ability to make certain windows always on top.

Panda, The Legacy Touch Fixer
Working with multi-touch software under windows is a great experience, but when you add a additional monitors to your setup a little but really ugly trouble appear. A classic scenario is setup 2 monitors and run in one monitor your DAW or the non touch capable software, then on the second and touch capable monitor, run the multi-touch software there. Every time you touch the multi-touch software the mouse pointer jumps to the touch point, this mouse legacy OS behaviour is really a trouble, you have to drag your mouse from one screen to other all the time. Panda fix this issue, can be used on studios setups, kiosk setups, custom integrations etc. Please note there is nothing wrong with the MS Windows legacy touch implementation, the legacy mode is needed to use a touch screen with software don‘t support native multi-touch events.
Amazon: why not use an alternative

As I've said, developer can solve this problem within their app, but the OS will keep this default legacy behaviour for various reasons. However, seems like VariKusBrainZ found OS-wide solution that I was not aware of.Kalamata Kid wrote: ↑Fri Apr 12, 2019 8:52 pm Bitwig is one app that has somehow solved the problem of the mouse pointer jumping to the touch location. Back in November 2018 I had purchased Chameleon https://hi.computer/chameleon/ from Hi Computer. Looks like a great multi-touch app and hope to try it soon.
At that time we had discussed the mouse/touch issue and they had made a few attempts to fix this nagging problem. Looks like they were finally successful. I will have to check Panda out and see for myself. Will like to hear form anyone that has tried it. https://hi.computer/panda/

Panda made an attempt but does not really solve the problem described here.

On the Surface Pro you can scroll web pages with touch screen without affecting mouse cursor. So it is possible. Perhaps the Surface Pro has a different mouse driver? Would be great to get a hold of that mouse driver.

A bit closer.
Tried TeamPlayer4 Lite 4.1.3 on my Windows 10 64 bit Version 1903
https://www.raymond.cc/blog/install-mul ... -computer/
The two pointers from two mice are Independent and to not jump to the location of the finger touch.
Wow! Fantastic.
But wait.
The pointer will not go to the other monitor.
And sometimes the mouse wheel will not scroll.
So almost there.
The TeamPlayer4 Pro may work the way I want it bit it is supper expensive.
May try Teamplayer 2.0.10 again. Previously teamplayer 2.0.10 and TeamPlayer4 Lite had many issues on another PC that was Windows 10 64 bit but older Version than 1903.

Good link thanks.
I had mentioned earlier on the first page.
"Tried TeamPlayer 2.2 the mouse was independent from the touch pointer (or cursor) but other issues were bad. https://teamplayer.en.uptodown.com/wind ... nload/4423 . Try it as it may work for you."
Too bad about those bugs.
Is anyone finds a solution please let us know.

Bought and tried Panda in 2019.
Here is the notation I made to myself.
10-11-19 Ask Hi.Computer to make the Panda correct the issue not only on Chamaelon but also on all of Windows software.
Let me know if you had success and I will try it again.

I may try to update them and see what happens.

Looks like that there will not be a tablet mode in Windows 11 available for the Surface, laptop and desktop. Does anyone know this to be true.
