NI aren't able to do it - not even they can convert ensembles into vsts. I kinow at least one ocassion where they gave a single ensemble aways for free as a vst (Carbon). In this case it was a special vst version of Reaktor which was restricted in a way so that it could only load one single ceetain ensemble (Carbon) - but it was the full Reaktor vsti with functions which were completely useless in this case but they were still there because it was the full Reaktor only restricted - do you understand? It was ~40mb in size for one single synths!

Do you undertstand?

I think it's possible that Pro53, FM7, Battery and even Kontakt were developed on Reaktor's environment. However I don't think Absynth was. It's a whole new thing.

well then, construct your own computer, write your own compiler, just don't use any tools made by others, they might charge for it.

You were asking which other programs were modular synths that could be used as VSTs- and Reaktor can be used as a VST, IF you own the program.
Let's take your idea one step farther- Reaktor can also function as a DXi, AU or RTAS plugin. Therefore, if they could export in one format, they should be able to export in all of them (fair is fair, right?)? I can't see Digidesign allowing RTAS plugins to be distributed without some hefty licensing fees...
If Reaktor ever became able to export, you'd see a huge jump in the price to compensate for the lost income; probably three times the amount it costs now. That'd be commercial suicide; I don't see them selling too many at the $1500 Reaktor would then cost.
