Different Types of Pitch Shifting

So, you can pitch shift a piece of audio the same way a sampler does, i.e.
1) Speed up and slow down
2) Pitch Shifter Effect. You know what I mean
and then there's
3) The kind which is like Apple Loops, Not time stretched but....
What's it called?

transient-based, or perhaps more specific, slice-based
but its "time stretching" not pitch shifting...

Thanks. Slice based sounds right, That's the one where you change the pitch but not the length of the note,
I'm designing a plugin (on paper, I'm no programmer) and needed to know the different types,

What do you mean about pitch shifting only the formant?
Oh, I asked this question on SOS as well and they suggested it could be called Granular Pitch Shifting.
