Pitch Scaling software. It has been updated to Version.1.01.

This program, for example, can handle mastering
sound data as well as instrumental performances.

By measuring time and pitch individually, pitch can be shifted without
time lengths changes, and also, time can be stretched without sound
edit in this program.

Furthermore, specifying new frame values is allowed, so that you can
make perfect adjustments of narration lengths to visuals.
This feature can be also available for arranging sound effects and
for modifying lengths of sound files.

but it is no match even for mpex2 let alone mpex3 or zplane elastique.. (imo of course)
