Can anybody tell me, where I can buy royalty free GM sample libraries of low to medium quality?

Why buying something like that? There are many low to medium Sound Fonts laying around the internet just waiting to be downloaded.

because I want to redistribute the sample library in a product. I can't do that with a soundblaster card

Yeah sorry, I was just kidding about the soundblaster.
If you are bundling the samples with a rompler or synth, why not approach some of the companies that sell samples and/or sample-based synths, and ask if they can license a set of samples for your needs? I'm sure someone has some lesser-quality samples they would license to you for such a purpose. I would start with the smaller companies. Smaller companies are usually more flexible, in my experience.

My understanding of the definition of 'royalty free' is, that it means, you CAN redistribute them without royalties. Of course, a 'free' library is not always (in fact rarely) royalty free, and a 'royalty free' library, is usually far away from being 'free'.
Anyway, do you have public pricing at Manytone, or should I email you privately?
My problem is, that aside from the bigger players, I don't know any small company that sells sample libraries. Any suggestions?

Royalty free with samples may mean that you can use them in a production Royalty free but it does not necessarily mean you can redistribute the raw sounds.
As for licensing ...No .. there is no public pricing ..
We are a small company and we can custom make sounds for your software on an individual basis.
We do mention this on our studio page in our website and we have done so for a few companys in the past.

If someone is offering a sample library free of charge, you might get a permission to redistribute. But I doubt it without being mentioned and gratified or something.
No way you are going to find someone selling something, to make a buyer putting him out of business, by freely redistribution of this.
But making music where this library is used is another matter. The the full product is not exposed as such.
In software developer products there are such cases also. This means the product is aimed for developers. And the final product with the used tools can be freely distributed, but not the product itself. Usually DLLs and import libraries are bought, and DLLs only may be distributed with the final product.
Alternative is there will be a fee for redistributing, and by this it means there is royalty involved.
And royalty payed might not be so very high, if samples were encrypted to be used only with a certain product. Examples of this are the Kompakt sampleplayer and a number of encrypted sample libraries.

Most of the licence agreements I have read specifically
prohibit redistribution. When you buy a library you are purchasing the right for personal use which includes using it in your music that you intend to sell, but not to actually re-distribute the samples.
