an effect that will take 2 unequal stereo channels and amplify the weaker one until it is as loud as the other? some kind of compressor maybe?

Actually, NVM guys I found the problem. The compressor I was using wasn't a stereo compressor, so when there was a sharp level uprise on only 1 channel, it brought the entire volume down.
