I'm using the Kit Acoustic 1 preset in the TC Factory bank to create a drum part.
I've noticed that different velocity values on hi hat (for example) don't affect the volume greatly. Is there a reason for this?
The sort of effect I'm trying to achieve is to accent every fourth beat.
Any ideas?

Turn up the vel knob under the Top ADSR. I find about 2 - 3 o'clock is usually good.
Some of the preset designers left it neutral but if you turn it higher you get a better velocity response.
Also you can set a velocity to filter 1 setting in the matrix (set to full 127) and play around a bit with the Filter settings and you can get extra velocity tricks in there ...
Also try layering the drums by key note ...and you can put different FX on the hats than the snare etc...
