Just found a site that has some nifty soundfonts of traditional Malay instruments. That Gambus sounds pretty cool, and there's some great percussion, too.

The bit about not for commercial use seems to appear even in paid for commercial samples.
It seems to mean that you can not re-distribute the samples or repackage them or use them as sound effects in games.
It usually doesn't mean that they can't be used to make music that you will be selling.
I'd suggest e-mailing them about it.
If you check the site more closely you'll see that it is affiliated with a music school and at least some of the samples were made as school projects.
