elite reducer is pretty good and sports a bit more option than your average bit/reducer plug

There's concrete fx lowbit (freebie) but I can't find it on their website. It's lofi alright. It's very cool when
ya use it in energy xt with randomize and breed feature.

i want to use it on drums loop .. create some "radio sound" with little hp filter ..

I know it's not software, but I just bought an Alesis Bitrman on ebay and it is fantastic, especially on drums.
