simple free host for simple GM tasks

hey all,

am looking for a cheap (even better free) host for GM stuff. it should come with these features:

parts-based
easy to edit program changes, may be hardwired to GM patch list
playback on windows gm-device
simple piano roll editor w/ editable pitch bend and vel.
export to MID type 0 and 1.
should be usable without any midi-in device

is there something like this? if not free, than tracktion 2 could be a choice imho. but it could be even simpler...
