Is there a VST effect that kind of does for panning what Scuzzphut does for gating?

You can use either More Feedback Machine (cheap, but 0dB panning law) or Filterscape (still not too expensive, 6dB panning law, but also different Balance/Panning modes) for any kind of panning effects. Might not be obvious when you briefly look at them, but it's a simple side effect. Both have syncable step sequencers.

Maybe if you describe what you mean then then it will be easier to answer. 'Wider Boy Pro', for example, allows to bounce the pan in two different frequency bands in response to a midi input.

CamelSpace will allow you to route up to 8 different 16 step patterns to Pan, Filter, or Volume, and will be released at the end of April or so. You can also control volume, attack, sustain, and decay of the steps.

I also recommend WiderBoyPro. Just make a simple MIDI sequence (each note triggers panning) and route it to the plugin. It does a nice job here.

yeah, I would just use tempo synced pan automation, aka quantized automation... depending on your sequencer its done differently.

OR you could do it in Reaktor, that's how i'd do it.

As Sickle mentioned, Lucifer VST has a graph for sequenced panning, and you can trigger different graphs from MIDI notes.

Also Minion can do some neat panning FX.... (click below)
