if the sample is already looped(cuted right)
you can also calculate the tempo of the selected part by using the tempo tool(next to the tapping tool, i dont remember the name) you have to tell cubase how many bars there are and then hit calculate. (I've done it, i know waht i'm talking about). Its exact even if you have Zero rythm. then you can paste the calculatet tempo to whole song or make a new tempo.
Then you strech the loop to fit to the number of bars in the given tempo(the calculatet tempo) .
I don't have cubase in front of me, so my tips area a bit unprecise. I hope it helped

if i remember well, NI Traktor calculates BPM automatically, demo available here
but if u have recycle, i think there should be a way to do it with it, as it's originally made to work on loops ....
