The cheapskate way:

Assuming the DVD is free of copyrights and protection you can extract the AC3 stream from the VOB files with a demuxer ( http://neuron2.net/dgmpgdec/dgmpgdec.html ).
This should give you at least the ac3 you were looking for.

You can then convert the AC3 with 'Besweet' to wav ( http://dspguru.doom9.net/ ).

As far as I know yes, AC3 is 48 KHz

Usually,but not always.After you extract them just right click on the file and hit properties/summary and you'll see the info there.
