Hi,
Is it possible to use Frantic as a "replacement" for a synth's built-in filter? ie have it triggered with a note-on with the synth it is effecting? For example, could I insert my synth, open its filter, add Frantic, and use these two plugins together such that it is like Frantic is the synth's filter?

You can do this up to a point -- assuming your host allows you to send MIDI to both the synth plug-in (or hardware) and the filter plug-in.
The biggest limit you'll hit is this: in a poly synth, each voice runs through its own separate filter. But in the synth + Frantic setup, all the voices of a poly synth will run through the filter together. Say you have the filter set to produce a "wah" at the beginning of each note. Play monophonically and you're fine. But play one note and then hold it while you play another? The new note gets a "wah" at its beginning, but the old note gets a "wah" in its middle because it's running through the same filter.
(Actually, a few hardware poly synths work this way, notably the Korg Poly 800. Like so many limitations, this one sometimes leads to nice effects.)
