I want to start playing with recording music to photography and eventually digital video. What is a good setup for the beginner. Moviemaker would be cool, but apparently I need XP SP2 for that and I am not quite willing to do that. Note that on the audio side, my main hosts are Cubase SL2 (soon SL3) and Adobe Audition.

I think AE isn't for the beginner. In that case, I'd suggest Premiere plus someone to guide you through it.
Then, when you get the hang of it, set up a small project in Premiere and import that into After Effects, it'll give you an idea how things work.

When I moved to video my jump was to Vegas 5. While Adobe sets the standard Vegas video is no light weight. And mine is running under sp1. Now if money's not an object both the Premiere and after effects can do what you want. So that's a simple choice. My move was not only the software but a new DAW for video fully configured and ready to roll. I've never used any adobe software So my hat's in the ring but I can't compare.

vegas is much better than premiere at integrating audio & video. vegas began as an audio apop and has some strong features. while the audio side has been neglected by sony lately, it is still very good.
premiere - to me - is more like a 100% video app that has a few added things "for the soundtrack". audio is a low-ranked feature.

I've always been a big fan of Premiere myself, though have been giving some thought to checking out Vegas as well at some point.
I've actually been getting back into the visual end of the spectrum myself recently, having re-started my old love affair with doing animation using Bryce and getting the newest version from DAZ3D (yeah, I know most "real" 3D folks tend to look at Bryce as a toy, but what the hell, I enjoy it
).
I also just picked up TrueSpace 5.2 for 3D modeling and animation as well, which is fun.
The last time I did something like this some years ago, my poor wife became a "Bryce widow" for months while I painstakingly recreated scenes from remembered childhood dreams and nightmares and then started putting the results to music.
Looks like it's starting up again...more nightmares, more to work with!

If you want to dabble in the territory of what the professionals use, then you might want to check out Avid Free DV. It's a free version of their Xpress DV package that runs for $495, and should let you do the basics. ...I use Avid Composer and Xpress myself at werk.

Thanks for the comments all. Both Premiere and AE seem to integrate with Audition, but they are not cheap
. AE is cheaper (at least the standard edition is). I have to give this a think. Definitely want to start combining the visual and the audio side. Maybe I will wait a bit for now. Would be nice to develop collages of photographs and video set to music, say in Joshua Tree

Nothing beats Vegas for audio work in an NLE.
But I would strongly suggest to try the Mainconcept Eve demo, it's cheap on price, but you might never need to get anything more powerfull.http://www.mainconcept.com/evev2.shtml. A really intuitive and powerfull little kit, which the price doesn't really reflect.

if you have cubase already - assuming you'll sync audio to video and not vice-versa, why not check something simple like pinnacle's studio first? it's cheap and simply works.
can't speak for premiere - last I worked with it was version 5.5.
later I enjoyed working with aist's moviepack extreme, but it seems I'll have to look elsewhere now.

After Effects is very cool for effects and can be integrated into a lot of the better editors, some of which are cheaper than Premiere.
You might want to investigate what visuals you want to incorporate with the audio. In terms of just photographs, some cheap and free VJ tools will do much more amazing things when synced up to audio than just your standard video editor.
