Can one export a .wav in mono with FL Studio?

No.....FL only exports to Stereo. If you would like a mono sound file, my suggestion is to render and then take the stereo file into a dedicated audio editor (like Sound Forge) and 'convert to mono'.

FL used to export to mono,but sadly this feature has been taken out a couple of versions ago.

I would suggest, if you are using Sound Forge, to make it your default Audio Editor inside of FL Studio (because the one they have provided is barely a step up from the old Windows Sound Recorder (remember that?)).

I'd also like to know how to export something out of FL, so that there aren't loop markers in the file when i open it up in Sound Forge..

Anyone? Anyway... i never knew you could export mono files in old versions... Can someone please tell me why they do this now?

If you want to do it a simpler way and in batch, you could always do it with a coder, like DB Power Amp music converter.

when exporting to wav there is an option to remove loops
[loop remainder]
[wrap remainder]
choose the one which is for complete tracks(hover the curser over the options). i think this should do it without loop bars.
