I think this question came up before... You could also try iZotope Trash - it has a "badly tuned radio" distortion model...

I'm going to sound like a boring total phanb0i, but you can do this in AudioMulch. Use Rissettones and/or TestTone (a sinewave/noise generator), stick them through RingAM (a ringmodulator/amplitude modulator), mix to taste and you're set. Add some samples to sound like radio voices, if you like.

Also there is another tone generator out there called etg tone generator of you might try my website www.angelfire.com/electronic2/aaroncavanaugh2 for the crazy pad download. This uses tones then distorts them.
