99% of all synths and samplers do this by themselves already, so why have a plugin?

Call it overkill if you like, but I'd say this might be a good excuse to buy and learn SynthEdit. :-) You have a simple, well-defined project. It would be easy to do, and you'd have opened a BIG toy box.
Just remember that you can carve chunks off the existing volume envelope, but never nail pieces on. That is, if your sample has a slow attack, you can't make it abrupt without chopping something off the beginning of the sample. And so forth. Within the limits imposed by your source materials it shouldn't be at all difficult.

Well, not all samplers have ASDR, or filters. You could approach it another way, use them as building blocks in Console?

For infinitely more control use the volume automation of your host. Then you can shape it exactly how you want.
