Car Noises:
10 Different Engine noise loops (with car starting/car sputtering and not starting)
Braking Sounds (Skid loop)
A few Drive By sounds
I can't seem to find any good quality sounds for those. Any help is greatly appreciated!

Get a half-decent mic, and record it yerself you lazy git! Put up your best hypered commentator voice, and just do it.
If you have gaming budget, you can hire an actor, a sound studio, some fast cars and a circuit for a day.

use some text to speech software (shit talker, windows xp, etc.) for the voices
and im sure you can get a decent engine sound from any VSTi (at least one comparable in quality to the TTS voices) if you just muck around with a few knobs.
you get what you pay for... if you pay anything at all.
