Why don't you use Cubase for recording vocals? I ask because i'm not too familiar with Cubase, but it records vocals i'm sure? For 400 dollars it better!

Why is everyone recommending VST hosts, when he says he has Cubase and obviously is looking for VST FX plugins?
For rap vocals, compression is typically used. The vocals are normally kept dry (no huge reverbs), but doubling is often done. That's best done manually (record it twice, exactly the same). If you can't pull that off, you might consider automatic double tracking. A short delay, or chorus (which is basically a modulated short delay) might work. There are so many options, you need to find your own sound.
www.kjaerhusaudio.com and www.voxengo.com have great freebies and commerical stuff.

ive found when i mix down peoples rap (i dislike rap personally...) I tend to play with different effects such as "madshifta", you can get some neat sounds with pitch shifting the vocals down a bit and some delay... try using multiband on it all too, like "stardust".
