It may create a user, I don't know (as I don't use a graphical login and have never noticed). I don't have the fast user switching service enabled. If you have any doubts about using the MS runtime and living by any quirks, there is an alternate runtime offered at the nlite website. In any case, it is just a runtime for applications written in .NET - it doesn't reside in memory unless it is in use, and therefore doesn't really bloat a system.
