export to ogg format with a fixed bitrate?

WRT the monthly contest rules, are there any free wav2ogg converters that would let the bitrate be set at a fixed 128 kbps?

my current Audacity/LAME converter lets the bitrate be set for mp3 but not for ogg (or does my software need updating?)

Off the top of my head... dbPowerAmp Converter. It's the bomb for any encoding / conversion things.

So easy and smooth to use and supports tons of formats thanks to a good selection of plugins.

ogg is always VBR... there is no switch to set it to CBR.

anyways, q5 should be great for anything you're encoding.

I'm wondering if -b 128 -m 128 -M 128 (or could this be -bmM 128?) wouldn't do the job. Haven't tested this yet.

I don't recommend ogg for kvr comps. I used it once and almost no one listened because it wasn't mp3.

Indeed - mp3 support is pretty much 'built in' to OSes and pieces of included software whereas ogg might need the user to do something in order to be able to listen to it.

Especially on Macs (as Mac-using friends inform me, it's quite possible but most people don't get around to it - hopefully no-one misunderstands this as Mac bashing)
