Rule: An authoritative DIRECTION FOR CONDUCT.
Theory: A system of assumptions, accepted principles, and procedure devised to ANALYZE, PREDICT, OR OTHERWISE EXPLAIN the nature or behavior of a specified set of phenomena.
I'm thinking false, since theory and law don't have the same definition and can't be interchanged.
You might as well have asked, "NOT ALL, but most of music theory should have been called Music Taco. True OR False? Why OR Why Not?".
