Excuse my lack of knoledge, and Escuse me if this has been answered, if so, just point to the right direction.

Is there any way that I can use DX or VST effects (not instruments) in real time with lyrics, Such as if im playing live and I want to tweak perhaps a phaser or a delay while singing.

Sure. You need to have your host sequencer or audio editor set to monitor output.

you may need to use a foot pedal outputting a midi cc number and configure/midi learn to the effect in your host as sicklecell666 says, what software are you using, check the manual, if you have not got the manual ask further questions, I'm sure people will help!!!

Well I didn't know If I need any kind of software, I'm doing a very primative set (very early industrial style music) and I don't have anyhting major. The only programs I have are Fruity loops, Which I know isnt good for anything, and I use Adobe Addition for an audio editor, what else could I get that would work

You don't need anything beyond Audition. Open the mixer & insert your VST effect in the channel you're recording on.

Yeah but im not recording, Im trying to tweak all the effects while im singing, So the output sound is effected by the effects, not while their being played back, If thats what you meant then perhaps I was confused. But I did what you said and nothing happened, Perhaps I just didn;t do it right,

fruity loops, you can right click most faders/buttons knobs and assign midi controllers i.e footpedals!!

Ah. In that case you'll need to use a sequencing host that features midi automation/record & an external midi controller to tweak your target parameters unless you wanna record your automation using the mouse.

Upgrade to FL 5 if you can't record automation in Fruity Loops.

Ok, so I think im getting the idea now, thanks, just to make sure that I made enough sence in my last posts (and Excuse my english). Doing this will be able to tweak the output sound, similar to if I were to hook my mic to an effect pedal and be able to tweak like that right?

yes, you can either put the effect on your mixer channel or on a send channel and either tweak the fader levels or send amount or any combination of volume, effects parameters using the footpedal, right click - assign controller - move foot pedal. (you will need a midi keyboard with swell pedal input though!!
