Has anyone got a chart of cents values for the various systems of tuning (ie mean tone) and instructions or ides on how you can use it in Fl studio?

also, is there any way of fine tuning each individual keyboard key in fruity loops?

It depends on what instrument you're playing with FL Studio - a host has no way to control the individual key tuning of a VST/hardware synth/plugin/device.
As for tuning a whole instrument, I would normally use pitchbend for that (although hopefully the instrument would be able to tune itself), unless I needed to actually USE pitchbend.
You could theoretically use pitchbend to micro-manage the individual offset of each note, but only in monophonic situations, and it would be extremely tedious (almost impossible).

it also wouldnt be very accurate for getting the exact cent that you want.
