Is their a AU plugin that works like digidesign's Vari-Fi which allows processing of disk files to create the effect of audio changing speed to or from a complete stop.

all i know is tapestop, but vari-fi is a little different

This topic came up on sonikmatter. Someone suggested Turntablist, and another suggestion was for faking it with pitch bend on EXS24. See the link for explanations.

Take a look at SFXMACHINE.com
You should be able to find the effect you need in that plugin, and it is an AU. Other than that, try drawing a pitch envelope in an editor.

oh yeah there's a doppler effect in goldwave might help
