sounds like an envelope follower to me (with some sample-rate reduction for the lofi before it).

Maybe check my free plugin called Minion, which has an "env" control for altering the cutoff based on the signal level (envelope follower).

yeah its just a filter (band pass possibly) being swept or modulated, which is pretty much what a wah is.

Yeah, a wah FX. Almost all plugin filters with an LFO and/or envelope follower will have a setting for something like that.
