Hi,
What windows host can manipulate audio real-time via the stereo mixer?
Is there such a device?
I want to take whatever sound my laptop is playing and be able to route that to my vst host and run an effect in the vst host to manipulate the output to my soundcard.

Cubase, Logic.. pretty much any host which calls itself a host. The feature is called usually Software Monitoring.

You just need a soundcard with drivers that allow flexible routing - so you can route whatever Windows is playing to your host application - then apply fx.
