i also heard it used in the ninja gaiden game for xbox on 1 of the main bosses in the game

While many will guide you towards pitch shifters, throat microphones and whatnot... listen to James Earl Jones' voice. EQ that (to the extent that you're also doing the 'radio' effect on top of it) and you're there. Just experiment.

(Pitch shifting won't do any harm in experimenting, but seriously, the man has a deep voice with no need for pitch shifting)

i believe they also used a four stage phaser, you could try mine, xhip.cjb.net, but just about any phaser/chorus used in moderation will work. eq, compression, phaser/chorus, and a really dark voice

anyways, experiment with a long decayed chorus (with no stereo width) or a very small-room reverb.

it repeats what i had heard elsewhere: the effect is at least partially done with a vocoder, i just haven't ever heard more details on carrier wave, equipment, etc.
