is there a vst out there or maybe even dx that sends sysex messages? via midi cc

Nope... neither format has sysex handling implemented.

VST can send SYSEX now. Check out Dave Haupt's SYSEX module for Synthedit as an example:

vst can't actually send sysex tho. the only way it can be done from a vst is sending directly to a port (as david haupt is doing in this SE module), the vst spec is not flexible enough to allow for proper sysex commands to be sent from the plugin output.

question. will i be able to send sysex through a midi port of this module?

i've not used that module, i'm afraid, but the general idea is that you pick a port in the plugin (when you've incorporated that module into it), and the sysex will be sent out directly to the port. this usually means, however, that the port will need to be free for the plugin to open- which means that it'll most likely get tied up by the plugin and not be available for normal host operation (so you'd not be able to send normal sequenced midi thru to it using your sequencer's routing.

of course, the midi data could get sent to the port in the same way as the sysex...
