Lots of good suggestions here, but Prodyon E-fex Modulator hasn't been mentioned yet. Comes with a lot of weird preset effects and it's dirt cheap.
Reaktor has some weird effects too.

cobalt got it right. My immediate thought was Spektral Delay. It does amazing things that are totally triped out. Works great on anything from vocals to guitar or synths. Kind of hard to get your head wrapped around but there are a fair number of preset banks for it and it's usually not a problem finding something "out there" with it.

and to add to all the lovely FX here, Acous Modules effects. I know their stuff is designed for multichannel work, but I just love 'em!
Heavy CPU hit, but gorgeous GUIs and great results.
A search on KvR shows that they have a KvR forum now as well : http://www.kvraudio.com/forum/viewtopic.php?p=1262273
