I'm guessing it's for instrument samples that have up and down samples (like violin etc.) on different octaves (something like tencrazy's AutoAlternator).
I've often thought something similar could be useful to have built into semi-modular synths (as a modulation source), so alternating notes can have a slightly different sound or be panned in a different direction, but it hasn't been added since I requested it as a feature for the synths I use.

Cronox3 has 'Alternate' as a mod source. Awesome feature. Finally a few synths offer alternate note panning hard-coded. Claw, Beast by ReFX and PPG Wave.
I wish all synths had this too...
