I would like to record some sounds from one of those Arcade games on Nickelodeon for personal experiments and NOT for commercial use of any kind but when I open a game it fills the whole screen so I can't get to use Windows Recorder, is there any way that this can be done please? Thanks.

open and start the windows recorder beffore the game

...or you could go to the game's directory on your hard drive and have a scout about to see if a usable audio file is there.

I looked into the folders of 1 game and the files I found are called SEQ16 files, how can I open or use these or is it possible to do so at all?

They may be compressed in a way that is not useful for you, but try opening them as RAW data in an audio editor and see what you get.

recording sounds from "games" on pc?
