you can just knock up a midi routing setup in energyXT and put that before your plugins in cubase. it's not MidiFX so it would take up a vst slot, but it can do exactly what you want.
Use 1 MIDI Patcher to set the note ranges- each range will appear at a separate output on the MIDI Patcher.
Use a 'MIDI Chs' for each of the outputs you've made a range for, and set the first channel's rechannelling value to the channel you want it to be for. So, the first MIDI Patcher output would go into a Chs where channel 1 was set to 1, the second would go to a Chs with channel 1 set to 2, etc..
then just cable all the outputs of the MIDI Chs modules to the master midi out. the notes are now filtered to separate channels, and they will arrive in that form in cubase.

you can do just what haydxn recommended with just the ndc midi plugins. bonus, they're added as midi vsts and wont rely on a 3rd plugin. (ive got nothing against energyxt, i use it alot actually.. but why go to that step when you dont need to, plus nds midi plugins are free)
