Seems easier to find his stuff in North America than Europe generally.

Best overall source would probably RRR ( http://www.rrrecords.com ) if you don't mind ordering overseas. Other than that you might want to search individual titles.

Hard to find a good place to start with Merzbow, seeing as there's so much, but I'd suggest the following in terms of releases that are still in print:

For the early collage/concrete works:
'Pornoise' 5-cassette boxset on RRR (USA)
'Batztoutai With Material Gadgets' 2CD on RRR (USA)
'Age of 369/Chant 2' 2CD on Extreme (Australia)

For the ultraheavy noiseworks:
'Pulse Demon' CD and 'Tauromachine' CD on Relapse (USA)

For somewhat more 'ambient'/psychedelic stuff:
'Music for Bondage Performance' CD on Extreme (Australia)
'Space Metalizer' CD on Alien8 (Canada)
'1930' CD on Tzadik (USA)

I'm less familiar with his recent laptop phase, but I like the '24 Hours: A Book of Seals' 4CD set (on Dirter Promotions UK) and the 'Timehunter' quadruple-3"CD on Ant-Zen (Germany) quite a bit.

If you've got $500 US to spare, there's always the Merzbox.
