I get good results for my needs with "Sony Noise Reduction 2.0" Though stupidly priced at the SonyMedia website, if you can swing a student discount it can be had for around $49 U.S.
Unfortunately it's DX only, but contains 4 different plugs.
It's a download purchase and the Sony Media site has a Demo download (with annoying beeps) that allows you to try before buy.

Why specifically in VST format??

Usually you get noise in analog recordings. So it should not be a problem to get rid of it with an audio editor like Adobe Audition.

And once it's done you save it as a different wav, frees up some cpu.

So, why as a VST again??

Adobe Audition does a great job.

Redunoise by Voxengo all the way.

I've used a few systems in my time and this plug is the one. The quality reminds me of the Cedar I've used in one studio...
