I noticed a few sample CD's require "Kontakt 1.5.3 or higher" or something similar.
Could I be able to use these with Kompakt?

It depends. Most likely yes. You should ask the developers.
Kompakt can usually open all Kontakt 1-1.5 samples but gives you a warning that they "might now sound as expected" or something. I never had problems with it, though.

Just be aware that some new soundsets are coming out 'Kontakt 2.x' and won't play with Kontakt 1.5 or Kompakt 1.
